Navigating Property Management in Fuengirola: A Founder’s Local Guide
As the founder of costadelsolhabitat.com, I have spent years helping international owners look after their homes across the Costa del Sol Occidental. Over this time, I have learned that every municipality along this beautiful coastline has its own distinct personality, administrative quirks, and microclimate. Fuengirola is no exception.
As the fifth most populated municipality in Málaga province, Fuengirola is a unique, vibrant, and incredibly compact coastal city. According to the INE padrón (1 January 2024), it is home to 85,859 residents (with the official INE 2025 population standing at 85,211). What makes Fuengirola truly remarkable is its geography. The entire municipality spans just 10.36 square kilometres of surface area. It is almost fully urbanised, making it one of the most densely populated municipalities in all of Spain.
For property owners, this density changes the management game entirely. Unlike the sprawling villa estates of Marbella or Benahavís, Fuengirola is a vertical, high-density market dominated by apartments, penthouses, and townhouses. It is also the most cosmopolitan hub on the coast. Fuengirola consistently boasts the highest share of foreign residents on the Costa del Sol, representing over 140 nationalities. Depending on the year, foreign-born residents make up between 37 percent and 43 percent of the population (with the 2022 INE padrón placing foreign-born residents at approximately 43 percent, or 35,793 people).
As a property manager, I work daily with this diverse community. While the British represent the largest group (around 5,508 residents or 6.7 percent), Fuengirola is world-famous as the de-facto Finnish capital of Spain, home to about 4,657 Finnish residents (5.6 percent) who enjoy their own schools, churches, and services here. We also manage homes for a significant number of Moroccan (3.4 percent), Swedish, Italian, and Ukrainian (around 903) owners and tenants.
Managing a property in this bustling, multicultural environment requires deep local knowledge. Here is what you need to know to protect and maximise your investment in Fuengirola.
The Reality of Coastal Maintenance: Salitre and High Density
Fuengirola is a narrow, seven-kilometre strip of residential quarters running along eight kilometres of Mediterranean shoreline. It is bounded on the southwest by the Río Fuengirola, where the iconic 10th-century Castillo Sohail stands, and backed to the north by the steep slopes of the Sierra de Mijas.
Because the town is so close to the sea, the level of salitre (salt residue) is exceptionally high. Marine corrosion is the number one enemy of Fuengirola properties, especially along the frontline Paseo Marítimo, Carvajal, and Los Boliches. Salt air eats through cheap metal fixtures, degrades window seals, and damages outdoor air conditioning units.

- Regular Air Conditioning Servicing: Essential for both heating in winter and cooling in summer. Condenser units on terraces must be treated to prevent rust.
- Pest Control: The high density of apartment blocks, combined with the warm climate and seasonal torrential streams (arroyos) descending from the mountains, means cockroaches and ants can quickly travel between apartments. Regular preventative treatments are vital.
- Terrace Care: The typical Fuengirola buyer or renter wants outdoor living. Because large gardens are rare here, the demand is for glass curtains (cortinas de cristal), awnings (toldos), and high-quality artificial grass on terraces.
Navigating the Ayuntamiento de Fuengirola and Community Rules
If you plan to renovate your apartment in Centro, Los Pacos, Torreblanca, or Pueblo López, you must understand the local bureaucracy. The Ayuntamiento de Fuengirola manages urban planning under its PGOU (General Plan). You can reach the Urbanism department directly at 952 58 93 05.
For minor renovations, the town hall splits permits into tiers:
- Declaración Responsable Obras Tipo A: For low-complexity repairs like interior painting, tiling, replacing sanitary fixtures, or changing windows with no structural impact.
- Declaración Responsable Obras Tipo B: Required if you need to submit graphic documentation or if you need non-municipal authorisation, such as a community agreement.
- Licencia de Obra Menor Tipo 3: Required for more complex minor works, which demand documentation drafted by a qualified technician and visaed by their professional college.
- Obra Mayor: Any structural changes, layout alterations, or volume increases trigger a major works licence, requiring a full architect's project.
The Coastal Factor (Ley de Costas): If your property is on the frontline of Carvajal, Los Boliches, or the main Paseo Marítimo, it may fall within the servidumbre de protección (protection zone) of the Ley de Costas. This zone is typically 100 metres wide but is reduced to 20 metres in consolidated urban areas. Any external works within this zone require prior express authorisation from the Junta de Andalucía (the regional coastal authority), not just the local town hall.
Community Rules (Comunidad de Propietarios): Because Fuengirola is highly vertical, almost all apartments belong to a community of owners. Installing glass curtains, pergolas, or awnings almost always requires formal approval from your community of neighbours. You cannot simply paint your terrace or change your exterior windows without checking the community statutes first.
Holiday Rentals (VFT) vs. Long-Term Lettings
Fuengirola is a highly lucrative rental market, but the strategy depends on your property type and location.
Short-Term Holiday Rentals
To rent your property to tourists, you must register it with the Registro de Turismo de Andalucía to obtain a VFT (Vivienda de Fines Turísticos) licence.
- The Challenge: Due to high density, many communities of owners in Fuengirola are voting to ban new holiday rentals within their buildings. Before you buy or list a property, we must verify the community statutes.
- The Management: Holiday rentals require 24/7 guest communication, check-ins, professional cleaning, and laundry. In areas like El Higuerón (Reserva del Higuerón), Torreblanca, and the beachside strip of Carvajal, premium apartments with sea views command high nightly rates during the summer season.
Long-Term Lettings
For owners who prefer steady, hassle-free income, the long-term rental market in Fuengirola is incredibly strong. Because of the massive year-round expat population, there is a constant demand for apartments in areas like Los Boliches, Los Pacos (popular with Finnish families due to the local Finnish school), and the quiet, Andalusian-style streets of Pueblo López. Long-term rentals are governed by the LAU (Ley de Arrendamientos Urbanos), which provides strong security of tenure for tenants, making careful tenant screening absolutely essential.
Keyholding and Home-Watch for Absentee Owners
Many of our clients use their Fuengirola properties as second homes. Leaving an apartment empty for months at a time in a high-density coastal city carries significant risks.
